Mary-Elizabeth Eddlestone presented a paper at a past NESUG (I think) entitled "Managing A Help Desk Contacts Database Using the WWW and SAS." A key element of the paper was starting up a batch SAS job from the web.

I haven't tried it myself, but it may be what you want. Check past Proceedings.
