That command line brings up SAS in Display Manager mode for me.
Does a SHOW TERMINAL command show that OpenVMS thinks your terminal is a VT100? There should be a terminal characteristic of DEC_CRT, and maybe ANSI_CRT, DEC_CRT2, DEC_CRT3, etc.
