I've tried both, although I haven't extensivly used Stat/Transfer. DBMS/Copy is easier to use (user interface provided) and much more powerful (i.e. more data formats supported). The new DBMS/engines shows a lot of promise as well, if you want to pull external formats directly into SAS. Well worth the (extra) money.
