There was a good paper presented by Maura Stokes of SI at the NESUG meeting last month "Applications of GEE methodology using the SAS System". Someone who is more of a web-ster than I can probably point you to the online Proceedings?

These methods have also been implemented in SUDAAN (MULTILOG procedure), and the documentation in the SUDAAN manual is not too terrible, if you access to that.
