I had the exactly the same problem about a year ago and exhausted every
avenue I could to find a reasonable solution (including SAS tech. sup.).
This is a very frustrating problem and can be dealt with, as you have
found out, by use of a 'submit block' , either passing scl variables or
creating macro variables within scl and passing those. The code I ended
up with was quite clever, but as with most clever code, I wish it wasn't
