While this does not answer your question directly, the "solution" to getting correct fonts, page ejects, etc. with forms is to send the correct printer control language (PCL) commands, via the Printer Control Language screen of the FORM window.

Each printer supports slightly different PCL commands, so to see which ones you need, you probably should refer to your printer's reference manual (most have a PCL appendix). With regard to the ANSI vs OEM char. set, I'm suprised editing the correct options in your CONFIG.SAS file doesn't work (as you said you did). This would include the WINCHARSET and FORMCHAR system options.

In my book, I give a couple examples of using the Printer Control Language screen of the FORM window to control output font, page margins, etc. You might want to look at it, if you think it might help.

In any case, PCL is probably the "blanket" answer, and the specifics will be up to your printer manual to provide. Good luck!
