I just went through this last week. You need to install the Sybase Open Client software before running SAS/ACCESS. I received a copy of the software from the people that maintain our Sybase server here on campus, so you can probably do the same with the people managing your Sybase server.

The Open Client software acts as a mediary between SAS and your network software on your pc, I think. In any case, after installing the Open Client software on my pc I was able to connect.
