Many thanks. Several people suggested I change the disposition of the work dataset to (NEW,DELETE,CATLG) so I could see it when the job failed. This may help, although as someone suggested, SMS allocates datasets to different packs when they may be permanent.

Han had one of the earliest helpful responses and a good .SIG. Melvin had an excellent explanation of just how IBM interprets 16 extents these days (2 <= IBM 16 <= 16) and mentioned the CONTIG option SPACE=(CYL,(20,30),CONTIG) to force either a more traditional interpretation of 16 or an abend.
