I'll bet you have FP17 installed, right? The INSTALL program that SAS uses is outsourced. It is not compatable with the FP17. The last SI told me was that the bug is being worked on. I haven't heard of a patch. I was able to load mine from a machine (using peer) that did not have the fp17 installed. SI recommended just xcopying the files from the CD and modifying the autoexec.sas file manually.
