Argue that you will be more productive.

If you are looking for a glossy brochure, the SAS web site has a "Fact Sheet" (and other resources) that summarizes what Base SAS can do. See http://www.sas.com/technologies/bi/appdev/base/

I don't think "Awesome SAS-L community that helps you solve any problem" is on the Fact Sheet, but it should be!

Also, remember that the ODS statistical graphics are now part of Base SAS, so you'll get PROC SGPLOT and it's graphical friends.
