For example 3.189E-02 means 3.189 * 10 ^ -2 = 0.03189. In the factor analysis, you can usually ignore these numbers as if they were zeroes - they are too small to have any meaning. You can drop them from the output by using /FORMAT BLANK(.10) option in the syntax (or check the "Suppress absolute values less than..." option in the interface).
