Unlike earlier version, SPSS 18 (and 17 I think) have the "license authorization wizard" as a separate program, not an option up in tools or something. If you're on a PC, go to the start menu and find the SPSS group and you should see, in addition to the actual SPSS icon, a license authorization icon where you can put in the license.
