I just encountered this situation while trying to read a workbook created elsewhere. I can open the book using Excel and fill in data (it is a application created by an agency for use in reporting) but when I try to read the data that I have entered, I get the message "Could not decrypt File". SAS Support has a note

that dates to V8 but the issue still exists in 9.2. One workaround that they suggest is to use DDE so I throw this out for all those who question the continued use of DDE.
The issue is not a big deal for me and I have a work around or two planned. I should probably add that my interest in reading the fake data that I have entered is that there are some id codes created while the data are being entered and I want to capture these so that I can do the whole data entry process from within SAS rather than doing it manually screen by laborious screen.
