The production catalog was probably created with a NOEDIT option to protect existing entries from changes.
The PROC BUILD MERGE statement and the PROC CATALOG COPY statement both have NOEDIT options.

Subject: Can't edit frame/scl only browse
I have 2 identical sas-catalogs containing the same af-application. The first one is a backup i took a month ago, the second is the running production version.
When trying to edit a frame or scl in the production system I get straight to browse-mode, when doing the same in my backup I get into edit-mode. I have then tried to copy the prod-catalog to my own pc but I still get into browse mode. I can create a new entry and get into edit-mode but I can not edit the existing entries. The NT-permission are full controle.
What is missing?
