Yes I have been using the SMC, but I don't see any plug in/UI where you can
administer Directory objects in a general way. These objects are there; I
can see them with the Metadata Browser.
Under "Schedule Manager" there is a Deployment Directory screen, but there
you only see a subset of the directories. If you click on a SAS-Library in
the "Data Library Manager" there is a list of Paths in the Options dialog,
but this is really designed for adding libname directories. I could "misuse"
this interface by creating a path without an actual library, but then I
wonder if I might be getting in the way of how the SAS apps use metadata.
What I'd like instead is a general UI for administering directories that I
might want to know about in my SAS programs. Do I have to write my own
interface for that? Anyone have any experience in writing SMC Plugins?
Does anyone have experience with using the metadata server in this way, for
storing one's "own" metadata? E.g. maybe I want to store various
configuration values (DEBUG modes, etc.) that I then reference through the
Metadata API. If I reuse the predefined types will I get in the way of SAS?
I suppose I could just create a separate repository.

This might be a silly suggestion. But are you aware of the SAS Management
Console? Your subject line seems to imply you are, but in the body of your
email you mention the Metadata Browser (which is available from the SAS
command line). If you don't have the SAS Management Console (aka SMC)
locally installed, you should find out how to install it from your BI admin.

Please note that the Metadata Server does not have specifically provide
metatdata about the items you mention. But most objects have a description
purpose that you might be able to use (assuming, of course, that I
understand your question correctly) that for your purpose. SMC does allow
you to update that field.
