Steven,

I googled "Theil regression" (without the quotes) and the second
hit was a pdf file titled "A SAS macro for Theil regression"
(http://vista.cira.colostate.edu/Improve/Publications/GrayLit/
026_TheilReg/TheilRegressionl.pdf).
The pdf file identifies a site where you can pick up a copy of the
macro (http://www.stat.colostate.edu/~hari/nps).  I could see that
there was a file named Theil.sas in the above location, but I was
not able to access the file.  Perhaps you can send an e-mail to the
corresponding author named in the pdf file.
