I have N respondents who answered to my survey. Now I would like to link the responses to a target variable using regression. Since the target variable is an aggregated measure, just for argument sake, let's say it is average rent by zipcode, should I first consolidate the survey responses to the zipcode then build the model, or I shouldn't, or there is a method which takes care of both community and individual level influence?
