I am new to SAS, been around for a while and used IDEs from Borland. MSOFT and so on. I downloaded WPS recently and the GUI is based on Eclipse and IMHO is a good job well implemented. It has built in source code control, type ahead, custom hot keys, lots of color, auto updates blah blah. WPS has a built in command line interface too so take your pick from any editor.
