1 and 2: Use "Tools", "Options", "Preferences" and check the "Save settins on exit" box (General tab). The Resuls panel and the Explorer panel will be as you left them.

Windows (always?) uses the last setting for window size of a program.

If the editor window was maximized last time you used SAS, it should be maximized the next time too. Here's another solution that will work.

"C:\Program Files\SAS\SAS 9.1\sas.exe" -initstmt 'dm editor "zoom on" wedit continue; '
