You could download the latest version of the csv tagset from
<http://support.sas.com/rnd/base/topics/odsmarkup/csvtags.tpl> and
modify it as needed. What you need to do doesn't jump out at me, but
I've never looked at that tagset before.
Why do you want a CSV? If you're going to import it into Excel, use the
ExcelXP tagset. If you're going to import it into Access, use the XML
libname engine. There may be tagsets for other destinations.
We don't have many posters from Spain. How heavily is SAS used there?
Is there a Spanish-language mailing list as wel?
