Thanks a lot for your replies,

For future reference, it may help to add that I also spoke with the SAS technical support team and they said that cpu usage under windows is heavily influenced by the PROC that SAS runs at a given time; The more PROCs you have in a program, the more variable the CPU usage will be as each proc captures different amount of cpu.
