I would be curious to find out if you can indeed post the applied format to a separate source. From what I have read the format is applied using specified SAS statements. Posting to Excel or some other datasource will utilize the underlying data instead of the applied format.
I have only worked with Excel with the SAS/ACCESS component, so I can't speak for other methods of working with Excel as a datasource.

It would be useful to see some of your code and also more importantly see some of your resulting "formatted output" along with what you would expect in Excel.
