this is a big big topic. At Motorola we had a full time SAS tester working on a system we developed. All he did was setup test data in EXCEL, mimic algorithms there, generate results and then compare them to results from SAS system. If outputs matched then the process was deemed to be valid. There is the SASOQ tool we are using at the Office of National Statistics now - if on windows go to the start menu, select programs, then SAS, then SAS 9.1 Utilities and you will find "SAS Qualification Tools User's Guide" (if your setup matches my default one). That will explain things. Much more could be said on this topic...
