Unless it was added in the last few months, I am fairly sure the answer is NO. I've talked with the folks at SAS about this, and they are pursuing it, but it's a very complex area.

The (commercial) program PASS by Hintze does do some of this, but it requires estimates of many things that one is unlikely to know before doing a study.

Tom Snijders has also written about this, and has a free program called PINT. It's limited in what it does, from what I can tell. He's also written summaries of what is known about this, including a fairly recent one.

If googling on his name doesn't work, I can probably dig up the references.
