First, you might want to look at the new SAS 9 CROSSLIST option in PROC FREQ, which I think will create the frequency table the way you want it.

Second, you might also want to look at the ExcelXP Tagset as way to move your PROC FREQ output in to an Excel-readable file. There's been lots of information presented about it at user group events and you can learn more about it from the BASE SAS Community section of the SAS support web site (support.sas.com)
