As others have pointed out, you can't transform a nominal scale to an ordinal one. OTOH, if the responses are already numbers, then it is already not only coded as ordinal, but as ratio, it's a question of what to do with the values once you've got them.
So, why don't you tell us what you're trying to do? Then maybe we can help you try to do it. What are these values?
