I have never seen this.. except when the programs are being run from the Display Manager instead of as batch jobs. Could that be the problem?

As an aside, my guess is that the real problem is that your colleague has written a very inefficient SAS program. Are we talking perhaps a huge macro loop to do lots of iteration or repetitive processing, instead of doing it correctly? Perhaps you could convince your colleague to confess to his/her sins and repent by asking SAS-L for more specific (and more useful) help.
