Jo,

I would suggest readin the files into a data set and then picking off the first 9 lines. Each lines is equivalent to each title statement.

If they do decide to do this in say RTF or PDF you can use ods content option on your ods file statement. Then use ods proclabel to assign specific text to your TOC.
