Jeff,
1) Do you have anyother processes running at this time?

2) Please ask your sysadmin about concurrency parameters on the
Teradata side,

3) I definitely don't think this is a SAS issue, you might also want to
check the the bandwidth on your connection, I have had my networks
folks change my bandwidth to facilitate  the pass through

4) You might also want to run a diffrent query and see if the same
thing happens
