Take a look at this Redbook, it is an excellent resource and goes thorough ALL the Threadsafe issues.

My recommendation is to focus on and convert the GLUE's BEFORE your migration and then do your migration to CICS/TS 2.3. You can piecemeal your application Threadsafe migration AFTER migration. If your GLUE's are Threadsafe you will have equivalent performance to CICS/TS 1.3.
