Tom,
There can be all manner of distributions which have random
numbers between -4 and 4. Do you require integer values only,
or do you require all real numbers between those two end points?
Do you want to assume a uniform distribution over the interval?
If not, then what density function do you wish to employ?
You need to provide more detail in order to get an appropriate
response.
