<http://www.sas.com/technologies/bi/query_reporting/guide/factsheet.pdf> says:

===== Enterprise Guide used in conjunction with stand-alone SAS on a PC requires Base SAS at a minimum.

In a client/server environment, additional SAS software is required on each SAS Server that Enterprise Guide directly interacts with. =====

Perhaps your information was for 8.2, where, if I recall correctly, the rules were different. But Enterprise Guide is included with the currently shipping version for SAS for Windows.

I was told the opposite by SAS regarding EG. I have a 15 user Windows license, but was told that we have to get Integration Technologies in order to use EG.
