It appears to be a mobile phone from the peoples republic of china,
funny you can't charge from a mobile phone I don't think...But I bet the
charges would be large especially for me, I'd have to get a Chinese -
English translation dictionary and hope I get the Chinese spelling
right, the conversation would not only be long but very aggrevating...

The usual way these things work is for the call to be to a special kind
of number which charges exorbitant rates, similar to some 976 numbers in
the US. Numbers in the Carribean, which even appear to be US numbers
because they're in the North American Numbering Plan, were once very
popular for this scam, but I think there's been a crackdown.
Not that anyone on SAS-L would be stupid enough to fall for this, of
course.
