Short answer: if you want to make a graph, use Excel. If you want to make 100 graphs, use SAS/GRAPH.
Longer answer: SAS/GRAPH gives you control over all aspects of the output. It also allows you to make much more complicated graphs than Excel does, custom-designed graphs, and so on. And it works on many platforms.
If you expect to make many similar graphs, either in a batch or repeatedly over time, SAS/GRAPH will save you a great deal of effort in the long run.
