I believe if you specify a dataset type of 'LIBRARY', directory blocks cease
to matter. Note the 'Data set name type' and 'Maximum dir. blocks' values.

What is the max number of / or the cool formula to figure the amount of
directory blocks needed for a PDS. I'm on an os/3390 system.
