There used to be a protection facility within JCL, if my ancient brain is not too far gone. It would have to have been at the Volume Table of Contents level. Somewhere there's a JCL book (or guru) with more info.

(Encryption itself would be dicey, given that the file is flat. How would a program know if the decryption were correct?)
