On reading this more closely, I realized that the question was a little more subtle.

Instead of selecting the current step over and over, why not copy it to a new editor window, all by itself, and work on it there? That way, you can submit "globally" using a key, "submit all", or the "run" icon.

If you're in the editor, CTRL-N or the "new" icon will get you a new editor.
