Jack, French francs does not more exist: it is here the Euro which actually higher than the dollar I suspect you were talking about Francs CFA "Communauté Francophone d'Afrique"

nb: You are lucky you have received 'collection stamps' of 0.75/20.000.000 $ yet! :-)
