Nick,

This is a major undertaking, especially if you review what commercial vendors are charging for such routines - from $40K to $300K for such products.

If you are interested in looking at possible vendors/solutions - point your browser to http://www.sconsig.com/e-scrub.htm for white papers, vendor lists, etc when delaing with data cleansing routines.

Also, I have a few simple SAS routines/tips that may provide some insight and help with your project - go to SAS tips and techniques on www.sconsig.com web site.
