I assume you're talking about the X12 health care/insurance payment transactions.

I'd love to hear that such a thing existed. The implementation guides for some of the transaction formats (esp. the 837) are more than a little intimidating. And there are several payor idiosyncracies that make the standard not as "standard" as you may expect.

Plus the complexities of reading hierarchical data into a relational structure...

In lieu of actually pointing you to a solution (cuz I don't know of one), I'll just say that I'd be very interested in seeing such a thing as well.
