It is untrue that "these scams" are "always" from SA. Also, while SA is a country with a high crime rate, this does in no way resolve to flaws in our legal system either. You will remember that just ten years ago New York was the city with the highest crime rate in the world but I don't think that it would have been fair to assume that violent and white collar crime *both* stemmed from New York with the same intensity. For instance, Australia has the highest number of vehicle thefts in the world but the same cannot be said of shoplifting as the drivers of these crimes are different although both crimes are regarded as theft.
