Thanks to Nancy, Robert and Jack! I now understand that the RETURN statement is not the same thing as in PL/1 and/or that Macros are not the same thing as PL/1 subroutines (I will have to check into this). I was trying to modularize my program with the Macros to make it more readable; my R_MASTER routine is a bear!
