Kristine,

http://oseda.missouri.edu/plue/geocorr/ has a free application for converting to and from various formats (fips, zips, counties, and congressional districts). Please note that both time and space are factors to consider.

One problem you may have is that many zips will be have area in more than one county (some are in up to 4). A common practice is to use the county in which "most" of the zip is located.

Can anyone help out with a source of information we could use to translate zip-code to county, or to locate all the cities within a county? We want to build a dataset or formats to assist in some legal requests we have to handle.
