No, but it makes life very easy.

If you want to do it on the cheap, you can use pipes to feed data from oracle into a data step.

Version 8 SAS access cuts out a lot of programming and even allows you to move table back and forth between SAS and Oracle using drag and drop. You can also access data from Oracle into SAS using ODBC,
