That's exactly right. "Nashville Enabled" means that SAS will check whether you're wearing all black before enabling any MIDI interfaces or sound cards. :-)

No, they just picked the a city as a codename for a project. Sort of like Microsoft, I guess. There are worse ways to choose project names [see Dilbert].
