Well, hell yes, this causes _GREAT_ inconvenience. We have hundreds and hundreds of programs calling versions of standard macros like: %<macro><version number>, where the version number is defined in a different program. Macro calls are like %release&_release; or title&_title; I'm not gonna like this new behaviour !!

Why does version 8 have this downgrade behaviour ??? Thanks to these kind of changes, switching to version 8 is not as smooth as the SAS marketing people tell you.
