Many Thanks to all which have think and/or anwser me.

The solution was to reinstall the Windows/system/kernel32.dll file and cold-reboot.

i have also desinstalled the McAfee evaluation version of virusscan. Drag&Drop seems to work also in another soft (Scooter 32) now.
