STATEMENT OF DUTIES: The incumbent serves as a Fish and Wildlife Biologist in the Endangered Species and Federal Projects work. The incumbent's primary function is to protect and work toward recovery of Federally listed species. Duties include, but are not limited to: conducting consultations under Section 7 of the Endangered species Act to ensure compliance with the Endangered Species act and Service policies and ensures implementation of measures in Service biological opinions; reviewing proposed permit applica- tions for Habitat Conservation Plans under Section 10 of the Endangered Species Act; completing written reports providing Service position on projects affecting Federally listed species; working with New York State and other parties to develop project proposals for recovery and conservation of Federal candidate and Federally listed species; meeting with developers, permit applicants, various government representatives, and local beach managers to enhance understanding of Service guidelines for managing Federally listed species; coordinating and maintaining a close liaison and positive professional relationships with interested parties relative to Service activities, particularly for assigned projects; and evaluating projects to delineate their potential impacts on fish and wildlife resources and provides alternatives which would eliminate impacts as required by the Fish and Wildlife Coordination Act, the Endangered Species Act, NEPA, and others.

QUALIFICATION REQUIREMENTS: BASIC REQUIREMENTS: Applicants must have an Undergraduate Degree in Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position OR have a combination of education and experience with course work equivalent to a major as previously stated.

IN ADDITION TO THE BASIC REQUIREMENT, to qualify for the GS-9 grade level, applicants must have one year of specialized experience equivalent to at least the GS-7 grade level in Federal service or have completed two full years of progressively higher level graduate education or Master's or equivalent degree

IN ADDITION TO THE BASIC REQUIREMENT, to qualify for the GS-11 grade level, applicants must have one year of specialized experience equivalent to at least the GS-9 grade level in Federal service or have 3 full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS (KASOC'S) 1) Knowledge of fish and wildlife biology and related environmental sciences. 2) Knowledge of Federal natural resource laws. 3) Ability to conduct fish and wildlife resource assessments and impact analyses. 4) Skill in negotiating controversial issues with various parties. 5) Ability to convey technical and policy information to varied audiences.

SPECIAL CONSIDERATIONS: The work requires average physical agility and dexterity and the ability to function in temperature and weather extremes that may be encountered in the performance of outdoor work. The incumbent is required to undertake frequent travel, including overnight travel, in order to accomplish the duties of the position. Field work is required. The incumbent will be required to obtain and wear an official U.S. Fish and Wildlife Service uniform. The incumbent must be able to operate a government-owned or -leased motor vehicle. A valid state driver's license is required. SPECIAL NOTE: Under the Pay Reform act, pay differentials for the New York Metropolitan Area, including Long Island, are authorized.

In addition to the above, well-qualified also generally means those applicants whose knowledge, skills and abilities clearly exceed the minimum qualification requirements as identified in this vacancy announcement, but who would not necessarily meet the definition of highly or best qualified.
